Levels Requirements
1. Skeletal
Business Unit Product Development strategy and proposed budget have been drawn up, justified in terms of business strategy.
a) Product Development Strategy document exists, signed by a manager with business development responsibilities.

b) Product development intentions relate to market sectors/business streams in the Business Strategy.

c) The plan contains proposals for product development resources and methods, including wider transmission of products developed for specific clients, and a budget has been identified for necessary corporate level activities.

2. Developing
Product Development (for complete buildings or significant systems or elements) budget has been allocated, with processes for managing and monitoring it.

Product development activity may be based either on generalising designs developed for particular clients, or take the form of 'off-line' product development.

Documents showing that product development strategy has been implemented, including:

a) A named member of the business unit management team responsible.

b) Convening regular (at least quarterly) product development meetings, at which progress is reviewed and new actions minuted.

3. Functional
Product Development activity and budget have been managed and monitored for at least 1 year. Key external product development partners have been identified.

Product development activity may still be based on generalising designs and processes originally put together for particular clients.

a) As for Level 2, but now:

b) Regular (at least quarterly) product development meetings have been convened for at least one year.

c) Documents show that at least one key external product development partner is actively involved in product development work e.g. a technology research organisation, a materials or component system supplier.

4. Advanced
At least two results of product development activities can be demonstrated in terms of new or improved building materials, systems or components that have been brought to market.
a) As for Level 3, and also:
b) Report on at least one improved building component, system or material that has been brought to market (i.e. at least system or component-level innovation).
Documentation must exist which details the discussions - involving the supply chain partners - that led to the adoption of the new materials, components or systems in at least one project. This documentation could well be in the minutes of project management meetings at which the whole design team was present. In any event, it must be supported by documentation, which demonstrates the economic justification for the new process or material.
This could take the form of a full VE analysis.
5. Innovative
At least one example of a new complete building product or system developed in collaboration with a customer, brought to market and recognised as a market leader.
a) As for Level 4, and also:

b) Report on at least one new or improved complete building product or system that has been brought to market (i.e. complete building level innovation), and market research reports that present a case for the product achieving market-leader status.
